Customs clearance
4.1 According to the import and export rules, for import/export items, except for items generally exempted from customs declaration*, the customer must submit a complete import/export declaration form to the customs within 14 days after the import/export of the items, otherwise a fine will be charged.
*For details of general exemption items, please refer to below:
- Items generally exempt from customs declaration:
- Samples of any product valued below HK$1,000, and any items clearly marked as being distributed free of charge for the purpose of promoting the product.
- Transshipment cargo carried under a through bill of lading or through air waybill.
- Advertising materials, and any items clearly marked as being provided free of charge.
- Personal baggage, including any import or export items not for trade or commercial purposes.

YouHealth can complete or entrust a third party (such as a delivery company) to complete or entrust a third party or forward the shipment to the recipient's customs broker or other address in accordance with the requirements of a reasonably considered authorized person.
4.3. The delivery company will assist the sender in customs clearance and other procedures, and such assistance will be at the customer's (including the receiver's) own risk and expense. Should customs authorities require additional documentation for the purpose of confirming export/import declarations, it is the customer's responsibility to provide the required documentation at his own expense.
4.4 HE will evaluate and analyze the freight and tariffs of each package to ensure the smooth customs clearance of each package. However additional charges are not included in the system shipping cost and we may charge additional charges. If the package is not successfully cleared through customs, all costs (re-delivery, return costs and customs clearance costs) will be borne by the customer.
Import Tax and Duties
What we commonly call customs duties are actually import tax and duties. Tax and Duties are two different concepts.
Tax generally refers to GST (Goods and Services Tax) or VAT (Value Added Tax). The amount of tax is levied based on the total value of the package.
Duties are customs duties, and the amount of customs duties is levied based on the nature of the goods.
customs duty
+VAT/GST
=Import Tax
For example: If you send clothing worth USD 1000 to the US, and the US VAT/GST rate for imported goods is 10%, and the US customs duty on clothing is 10.3%, the import tax you will pay will be approximately USD 203 ($100 + 103) plus customs clearance fees.
Import duties are taxes levied by the local government on imported goods according to regulations when the goods are imported into a country or region. Different categories of goods will be subject to different levels of taxation.
In short, if you have a package being shipped overseas, whether by air or sea, it must go through the import process. After inspection and release by local customs, import duties will be levied.
Since all customs duties are determined by the customs authorities at the destination country, the exact amount will only be confirmed after the package arrives at its final destination.
Delays
HE will use reasonable efforts to dispatch the shipment in accordance with its normal shipping standards, but these standards are not binding and do not form part of the contract between YouHealth and the sender. HE will not be liable for any loss or damage caused by shipping delays. This time is not guaranteed and is not part of the contract.
If there is any discrepancy between the English and Chinese versions of the terms, the Chinese version shall prevail.

U.S. Tariff Regulations
Tariff (tariff/duty) is a tax levied on the value of goods. U.S. tariffs are divided into ordinary tariffs, temporary tariffs or additional tariffs, and different tariffs are levied according to different origins or import sources. For example, in March 2018, the President of the United States announced that the United States would impose additional tariffs on certain imported products from the Chinese mainland. You may have heard the news that the United States changed the preferential tariff status of Hong Kong earlier, or that Hong Kong products should be marked as made in China when imported into the United States; Chinese goods on the list are subject to higher import duties. Individual U.S. states or regions may charge sales tax or other local taxes, which importers may need to pay along with customs duties.
UPS/DHL/Hongkong Post must be used to send items containing medicinal ingredients (except Western-style health products such as vitamin pills) and tea bags, snacks and dry goods.
If shipping from Hong Kong to the United States, in most cases an import declaration form from the US Customs is required. We will complete the "Required Information for Prior Notice to the Food and Drug Administration (FDA)" and attach it to the shipping documents to ensure that all necessary details are attached, and the product is accurately described and securely affixed to the outside of the shipment or package . Our sender needs to clearly provide the following information:
- The seller's name and address, and an English description of the item. Item descriptions must be detailed and accurate, listing materials such as antique silver teapots or silk kimonos. Because this information will determine the classification number and tax rate assigned by customs when the goods arrive in the United States, if the information is incorrect, you may pay the wrong (eg higher) tax rate for the goods. If it is so inaccurate that it appears to be intentionally misleading, US Customs will randomly inspect packages and potentially seize your shipment and possibly charge you a fine.
- The quantity of each type of item being shipped.
- The purchase price in U.S. dollars, and provide the unit price (if more than one item was purchased), and the total value of all similar items. Some people either want to avoid customs duties, or don't want people to know the value of an item to avoid it being stolen. However, it is illegal to falsely declare the value of the goods on the customs declaration form. If the buyer and the seller want to prevent theft, both parties should negotiate to insure the package.
- The country of origin of the product itself (not necessarily equivalent to the country where the item was purchased).
Shipments require a copy of the Prior Notice confirmation for that shipment, and the Prior Notice confirmation number must be clearly marked on the shipment invoice. "Food" or "Food Stuff" must be marked on the bill of lading.
Item value Customs clearance requirements
$2,000 or more is held in the mail facility until you can arrange official entry. This may involve hiring a customs broker to help you clear customs, or submitting the documents yourself.
$800-2,000 US Customs officials will usually prepare the import documentation, assess appropriate duties, and release delivery.
Under $800 usually clears without any additional documentation from US Customs.
Sending food containing medicinal ingredients (except Western-style health products such as vitamin pills) and tea bags, snacks and dried Food must use UPS/DHL/Hong Kong Post.
What types of commodities are exempted?
The following are exempt from Prior Notice requirements:
- All Personal food shipments: Food in household goods, food items sent person to person for non-commercial purposes.
- Food purchased by a traveler and mailed or shipped to the traveler's U.S. address by the traveler;
- Gifts purchased at a retailer and shipped by the purchaser, not the the retailer;
- Food contained in diplomatic pouches.
Note: This does not include shipments sent from a retailer (e.g. from us) or distributor to an individual. Such shipments do require Prior Notice.
The FDA has the sole authority to determine the scope of the covered commodities. Further details are available on the FDA Website.
Shipping from Hong Kong to the Philippines 🇵🇭
The most commonly used courier services for shipping from Hong Kong to the Philippines include: UPS, USPS, DHL, FedEx, Aramex, and EconomiQ. For shipping from Hong Kong to the Philippines, you can choose international couriers such as DHL, UPS, and FedEx (fast, approximately 3-8 business days, but more expensive) or Hong Kong Post/regular mail/sea freight (cheaper, but slower, approximately 8-11 business days or more). Costs depend on weight and speed. Common items (clothing) are relatively easy to ship, but food, medicine, and batteries require specific courier services and are more complicated. Be sure to confirm prohibited items (drugs, weapons, spray, live animals) and items requiring customs declaration, and consider purchasing insurance.

Is there a limit on the size and weight of each box?
Actual weight VS volumetric weight, whichever is higher.
Volumetric weight calculation formula:
Length (cm) × Width (cm) × Height (cm) ÷ 5000 = (kg)
example:
Volume weight: length 30cm × width 30cm × height 30cm ÷ 5000 = 5.4KG
Actual weight: 4KG
The final freight is calculated at 5.5KG.
If a box exceeds 30 KG (the higher of actual weight and volume weight), an additional HKD 100/box is required.
If a box exceeds 40 KG (the higher of actual weight and volume weight), an additional HKD 600/box is required.
