連本地優質養魚場也不代表安全和品質保證 Even AFFS farms don't guarantee the safety and quality

最近香港漁護署的監管機構，也要因事制宜，就連獲得認證的本地優質養魚場，也不能代表與安全和品質保證，漁民有這個證書，不能再可以將貼和給客戶宣示自己的產品可靠，只能夠證明養魚場是參加優質養魚場計劃， 不可以在銷售過程在沒有做最終品質測試的產品作為宣示用途，否則由有認證可以作為宣示變成會違反守則。

於是，監管當局對優質養殖戶，作出了嚴格監管。但結果地，獲得了「優質養魚場」認證的養魚場，變成只是「加入」計劃，成為了參加者而已。雖然漁護署會對參加計劃的養殖戶定期抽查，或者突擊抽驗。但是由於監管不足，對業界生態、事故頻生，形成當局要對計劃加強監管。

還有，產品要又當局逐一批次審批，再付費，才可以獲得當局發出產品標籤證明（ QR code ），否則在不能叫自己的產品做「本地優質魚」。

由此可以見，業界幾咁混亂，也道出了，監管機構看待問題也是認為很棘手。

Recently, the Hong Kong Agriculture, Fisheries and Conservation Department (AFCD) has implemented stricter regulations. Even certified local quality fish farms no longer guarantee safety and quality. Fishermen with this certificate can no longer use it to claim product reliability to customers; it only proves the farm participates in the Quality Fish Farm Scheme. They cannot use certification for declarative purposes on products that haven't undergone final quality testing during the sales process. Otherwise, the certification would no longer be a "valid claim" but a violation of regulations instead.

Therefore, the regulatory authorities have implemented stricter oversight of quality fish farmers.

Furthermore, products must undergo batch-by-batch approval by the authorities, followed by payment, before receiving a product label certificate (QR code). Otherwise, they cannot claim their products are "local quality fish."

According to information obtained by our industry partners, the Quality Fish Farm Scheme certification signage clearly states that products must pass final quality testing to be labeled as "quality fish farm" and sold with the "quality fish farm" label.

This demonstrates the current state of confusion within the industry and highlights the regulatory authorities' shrewdness regarding the issue.
